
“민선 2기 체육회 시대” 지방체육회의 선진화를 위한 로컬 거버넌스: 델파이(Delphi)와 계층구조분석(AHP)기법을 활용하여
Abstract
This study aims to develop a local governance model that can drive the advancement of provincial sports councils and identify the priority order of constituent factors in the era of second-term elected sports council presidents. A mixed-method research approach was applied, utilizing the Delphi technique and Analytic Hierarchy Process (AHP) based on the theoretical framework of local governance by Lasker, Weiss, Miller(2001). The research participants consisted of a total of 28 expert panels, including provincial sports council officials, local government civil servants, and academic experts. Through the first-round open-ended Delphi survey, local governance constituent factors were derived, and through the second-round closed Delphi survey, content validity (CVR) was verified, finalizing 5 upper-level factors and 12 sub-factors. The third-round AHP survey analyzed the relative importance and priority order of each factor. The priority order of upper-level factors was as follows: 'Partnership Characteristics' (0.298), 'Resources' (0.245), 'Inter-partner Relationships' (0.201), 'External Environment' (0.138), and 'Partner Characteristics' (0.118). The integrated weight analysis revealed that 'Leadership' (0.151) was the most important factor, followed by 'Financial Resources' (0.128), 'Operational System' (0.121), and 'Trust Relationships' (0.089) in order of high priority. These results suggest that for the successful establishment and development of elected provincial sports councils, establishing strong and systematic 'Leadership' is the top priority, and securing stable 'Financial Resources' and building an efficient 'Operational System' are urgent needs.
