Abstract

This study aims to analyze the current status of general physical education courses at universities and identify key factors necessary for these courses, with the ultimate goal of enhancing physical literacy among university students. First, the contents and structure of health and exercise-related general physical education courses were examined across 94 universities in Korea. Second, a Delphi analysis was conducted with a panel of 15 experts to define the concept and components of physical literacy specifically for university students. Third, based on these findings, open-ended surveys were administered to 15 theoretical and practical instruction experts and 15 university students to gather opinions on strategies for fostering physical literacy within university physical education curricula.

The results revealed that current university physical education courses are predominantly practice-oriented (80.7%), with a high frequency of specific sports such as golf, tennis, and badminton. Furthermore, the definition and educational objectives of physical literacy for university students differed somewhat from previously established concepts. Finally, the study identified the need for educational strategies that incorporate foundational and integrated courses, psychological health-based approaches, and activation of social and environmental connections within the general physical education curriculum. Based on these findings, the study discusses the necessity of developing health and exercise-related general physical education programs that support lifelong physical activity for university students.
